Who represents New Hampshire?

New Hampshire sends four members to the United States Congress: two senators, who represent the state as a whole, and two representatives, one for each of New Hampshire's two congressional districts. The sections below provide background on each member of the delegation, along with a separate, regularly updated section covering their current committee assignments and recent legislative activity.

Jeanne Shaheen — Senator

Jeanne Shaheen is the senior United States Senator from New Hampshire, having served in the Senate since 2009. A member of the Democratic Party, she is the first woman in American history to be elected both governor and United States senator. She was born in St. Charles, Missouri, in 1947 and is a graduate of Shippensburg University and the University of Mississippi, where she earned a master's degree in political science. Before her election to the Senate, she served three terms as Governor of New Hampshire from 1997 to 2003, and earlier ran a political consulting firm and worked on several presidential campaigns.

Shaheen serves on the Senate Foreign Relations Committee and the Senate Armed Services Committee, where she has been a consistent voice on transatlantic security, NATO, and support for Ukraine. She also serves on the Senate Appropriations Committee and the Senate Small Business and Entrepreneurship Committee. She is one of the most senior Democrats in the Senate and has been a prominent figure in New Hampshire politics for more than three decades.

Margaret Hassan — Senator

Maggie Hassan is the junior United States Senator from New Hampshire, having served in the Senate since 2017. A member of the Democratic Party, she was born in Boston, Massachusetts, in 1958 and is a graduate of Brown University and Northeastern University School of Law. Before her election to the Senate, she served two terms as Governor of New Hampshire from 2013 to 2017. She won her 2016 Senate race against incumbent Republican Kelly Ayotte by one of the narrowest margins in that cycle, and won re-election in 2022 by a similarly narrow margin.

Hassan serves on the Senate Health, Education, Labor, and Pensions Committee and the Senate Homeland Security and Governmental Affairs Committee, where she has focused on healthcare affordability, prescription drug pricing, cybersecurity, and fentanyl interdiction. She has positioned herself as a moderate, bipartisan-minded member of the Democratic caucus and has worked across the aisle on issues including border security and veterans' healthcare.

Chris Pappas — Representative — CD-01

Chris Pappas is the United States Representative for New Hampshire's 1st Congressional District, which covers the southern and seacoast portions of the state including Manchester, the state's largest city, and Portsmouth. A member of the Democratic Party, he has served in the House since 2019. Pappas was born in Manchester, New Hampshire, in 1980 and is a graduate of Harvard University. His family has operated the Puritan Backroom restaurant in Manchester for generations, and he served in the restaurant business before entering politics full-time. He also served on the Hillsborough County Commission and in the New Hampshire Executive Council.

Pappas serves on the House Transportation and Infrastructure Committee and the House Veterans' Affairs Committee. He has focused on healthcare access, veterans' services, small business support, and infrastructure investment in his district. He is one of the first openly gay members of Congress from New England and has been a consistent advocate on LGBTQ+ equality issues. His district is among the most competitive in New England, and he has won re-election in close contests.

Maggie Goodlander — Representative — CD-02

Maggie Goodlander is the United States Representative for New Hampshire's 2nd Congressional District, which covers the western and central portions of the state including Concord, the state capital, Nashua, Keene, and the Dartmouth College area. A member of the Democratic Party, she was elected in 2024. Goodlander was born in New Hampshire and is a graduate of Yale University and Yale Law School. She clerked for federal judges including Supreme Court Justice Stephen Breyer and built a career as a national security attorney, working at the Department of Justice and on the National Security Council staff during the Biden administration. She is married to Jake Sullivan, who served as National Security Advisor.

Goodlander won the open seat in 2024 after incumbent Representative Annie Kuster retired, and she ran on a platform emphasizing healthcare affordability, reproductive rights, and economic opportunity in New Hampshire. Her background in national security law positioned her as a voice on defense and foreign policy issues within the House Democratic caucus.
