Who represents Montana?

Montana sends four members to the United States Congress: two senators, who represent the state as a whole, and two representatives, one for each of Montana's two congressional districts. The sections below provide background on each member of the delegation, along with a separate, regularly updated section covering their current committee assignments and recent legislative activity.

Steve Daines — Senator

Steve Daines is the senior United States Senator from Montana, having served in the Senate since 2015. A member of the Republican Party, he was born in Van Nuys, California, in 1962, grew up in Bozeman, Montana, and is a graduate of Montana State University, where he studied chemical engineering. Before entering politics, he spent years working in the private sector, including a significant tenure with Procter & Gamble that involved business development work in China. He also served as an executive at RightNow Technologies, a Bozeman-based software company. He served one term in the U.S. House before winning his Senate seat in 2014.

Daines serves on the Senate Appropriations Committee, the Senate Energy and Natural Resources Committee, and the Senate Finance Committee, all of which are significant for Montana's economy and natural resources. He has been a consistent conservative voice on issues including public lands, energy production, and opposition to environmental regulations that affect agriculture and extractive industries. He chaired the National Republican Senatorial Committee during the 2022 election cycle.

Tim Sheehy — Senator

Tim Sheehy is the junior United States Senator from Montana, having served in the Senate since 2025 after winning election in 2024. A member of the Republican Party, he was born in Minnesota in 1984 and is a graduate of the United States Naval Academy. He served as a Navy SEAL officer, deploying multiple times to combat zones in the Middle East and Afghanistan, before leaving military service. After leaving the Navy, he moved to Montana and founded Bridger Aerospace Group, an aerial firefighting company based in Belgrade that uses fixed-wing aircraft to combat wildfires across the western United States.

Sheehy defeated incumbent Democratic Senator Jon Tester in 2024 in one of the most closely watched Senate races of the cycle, flipping the seat to Republican control. He ran on a platform of border security, energy independence, and reducing federal regulation, and framed his candidacy around his military service and entrepreneurial background. His election was seen as a significant shift in Montana's political landscape.

Ryan Zinke — Representative — CD-01

Ryan Zinke is the United States Representative for Montana's 1st Congressional District, which covers the western half of the state including Missoula, Kalispell, and Whitefish. A member of the Republican Party, he was elected to this seat in 2022 when Montana gained a second congressional district following reapportionment. Zinke was born in Bozeman, Montana, in 1964 and is a graduate of the University of Oregon and National University. He served as a Navy SEAL officer for more than two decades before entering politics.

Zinke previously represented Montana's then-at-large congressional district from 2015 to 2017, when President Trump nominated him to serve as Secretary of the Interior, a position he held from 2017 to 2019. He returned to Montana after leaving the Cabinet amid multiple ethics investigations. In Congress, he serves on the House Natural Resources Committee and the House Armed Services Committee, focusing on public lands management, energy, and military readiness.

Troy Downing — Representative — CD-02

Troy Downing is the United States Representative for Montana's 2nd Congressional District, which covers the eastern half of the state including Billings, Great Falls, and the vast agricultural plains and energy-producing regions of eastern Montana. A member of the Republican Party, he was elected in 2024. Downing was born in California and moved to Montana, where he built a career in business and real estate. He served as Montana State Auditor and Commissioner of Securities and Insurance from 2017 to 2025.

As state auditor, Downing was a vocal opponent of ESG-based investment policies and took legal action against financial institutions he argued were discriminating against Montana's energy industry. In Congress, he has focused on energy production, agriculture, and reducing federal regulatory burdens on Montana's economy. He serves on committees relevant to his state's dominant industries.
